Charges Against Local Man Accused of Exposing His Genitals, Sexually Assaulting Woman at Personal Care Home Moves Forward in Court

SUGARCREEK BOROUGH, Pa. (EYT) – Charges against a local man who allegedly exposed himself and sexually assaulted a woman at a personal care facility were held for court on Wednesday.

According to court documents, the following criminal charges against 67-year-old Lewis McNeely, formerly of Oil City, were held for court during a preliminary hearing on Wednesday, February 14, with District Judge Patrick Lowrey presiding:

  • Indecent Assault, Misdemeanor 2
  • Indecent Exposure, Misdemeanor 2

The case was transferred to the Venango County Court of Common Pleas.

McNeely remains lodged in the Venango County Prison on $15,000.00 monetary bail.

Details of the case:

According to a release issued Thursday, February 8, the Sugarcreek Borough Police Department received a report regarding 67-year-old Lewis McNeely, formerly of Oil City, who allegedly exposed his genitals to a female and sexually assaulted her by touching her genitalia without consent.

Police say the incident occurred around 1:35 p.m. on Tuesday, February 6, at Sugar Valley Lodge, in Sugarcreek Borough, Venango County.

According to police, McNeely was temporarily being housed at the facility, but he hasn’t been a resident at the Sugar Valley Lodge for more than three weeks.

Chief Wenner and Patrolman Corbett arrived at the lodge for further investigation; it was learned from staff members and by the victim that McNeely committed these acts while watching television in the common area, according to the release.

The staff members stated the victim had asked McNeely for $2.00 to get a drink and asked for a cigarette, which McNeely provided. The victim later went to the staff members to make a complaint about what happened after she received the money and cigarettes.

The victim told staff members that McNeely touched her genitalia above her pants and then proceeded to expose his genitals to her. The victim was questioned and asked if she gave consent for McNeely to touch her and she stated “No,” the release states.

She was then asked if she wanted to see McNeely’s genitalia and she stated “No,” the release notes.

The victim also stated that McNeely went to her room a few times and asked her for sexual intercourse. She declined. Officers spoke to McNeely who claimed he didn’t touch the victim, and he stated that he didn’t expose himself.

With written statements from staff members and other residents, the Sugarcreek Borough Police Department took Lewis McNeely into custody without incident and filed the above charges.

McNeely was arraigned on February 6 in front of Magisterial District Judge Patrick Lowrey.
